OK, so he didn’t quite say that Bush is incompetent. But he did accuse U.S. forces of “negligence”:

Iraq’s interim prime minister blamed U.S.-led coalition forces Tuesday for “great negligence” in the ambush that killed about 50 American-trained soldiers…
