The NYT ran an article today that dealt with the account of FEMA official Marty Bahamonde who did a fly over of New Orleans on Monday August 29 and discovered the levee break. That third call was to set up a conference call with FEMA Operations in Headquarters, the Emergency Response Team-National (ERT-N) team in Baton Rouge, the Regional Response Coordination Center (RRCC) in Denton, Texas, and with FEMA’s front office, so I could make as many people aware of the situation that faced FEMA and the City of New Orleans.

Approximately 5 minutes later I received a call from FEMA Public Affairs asking me how sure I was what I saw, because there was some pushback on the need for a conference call and I stated I had never been so sure of anything in my life.”(note the pages are compiled out of order in the NYT PDF file)….

The conference call ultimately did take place and Bahamonde testified he related seeing the levee break and the seriousness of the break. But initially there was “pushback”? Who was pushing back and why on earth would there even be pushback to receiving such important news from FEMA’s own official on the ground? Here was an eyewitness account and no one wanted to talk to him? Were they too busy? Don’t care? Don’t believe it? Don’t want to believe it? No plan for that? Previous social engagement? It’s unbelievable that this official was initially rebuffed. One would think such a report would have received an immediate welcome to be pushed Up not Back.
