Stupid Question here: In above quotations, doesn’t one of the quotes sound like a board meeting where someone is supposed to be doing something and hasn’t started working on it yet?

I’m thinking no, that wasn’t an omission of “enough”. He meant just what he said. It wasn’t a mistake, except that “can’t” should perhaps be “won’t” or “don’t”. He really doesn’t give a damn about the people he sends to die for his hard-on for money and power (eg oil).
